Hilary Purcell in the home she rents in he Gessner and Bayou Shadows area, in Houston, Texas. The flooding in this part of town was impacted by the water released from the Addicks Dam as well as Harvey's delluge of rain. When the Addicks Resivoir started to over flow the U.S. Army Corps of Engineers began releasing water from the Addicks Dam, which had already started to overflow.
