Jake Billiot, Grace Welch's cousin, a Pointe-au-Chien Indian under a raised building at Point-aux-Chene's boat launch with a group from his tribe and other locals who were going to work for BP putting out boom when the job was called off due to rain for safety reasons. Shrimp and crab season were canceled on May 29th when oil and dispersant made it into the nearby waters, putting most of the tribe out of work.
