"Like the spill, it's worse than we thought and there are no quick fixes. We must plug the hole,"the mayor said. Mayor Mitchell Landriue gave the state of the city address early in his administration because he feels it is important people in New Orleans have their eyes open to just how bad the cities finical crisis is.
