Far Rockaways, New York, November 13th, Cynthia Torres lives without heat and water 13 days after superstorm Sandy in the Ocean Bay housing project in the Far Rocakways. 12 ft of water became trapped in the basement after Sandy's surge spreading moisture through the building causing the paint to chip and mold to spread. Many of the housing units in NYC remain without power and heat.
